Submit new portal mapping

This API allows for the submission of new portal mappings from the PortalDuct Master List. It also enables the creation of new mapping requests when the desired portal is not present in the PortalDuct Master List.

Provide the portalId from the PortalDuct Master List and leave it empty if the portalId is not found in the Master List.

Provide the host if the portal ID is empty. This is mandatory in case the portalId is empty
